PERSONNEL CHANGES AND MEMBERSHIP
IN THE SCTM

 On the 20th regular session of the Assembly of City Municipality of Palilula, chaired by Milan Djurdjevic, after adoption of the minute book from the previous session of the Assembly, issued several decisions on personal changes in the composition of the municipal members of Assembly. It is issued decision on termination of the mandate of member of Assembly of City Municipality of Palilula Marina Blecic from the list G17 plus – Mladjan Dinkic and verified is mandates of the new members of Assembly of City Municipality of Palilula Silvija Todorovic and Miodrag Tosic, from the list G17 plus – Mladjan Dinkic. New member of the municipal Commission of Economy, Enterprise and Agriculture is Nebojsa Svetozarevic.Members of Assembly adopted and request of the Secretary of the Assembly of City Municipality of Palilula Vesna Jovanovic Jankovic and issued decision to terminate hers mandate, ended 21st March, because of the transition to a new duty.

SOON REAL ESTATE AND INVESTMENT FAIR

 City Marketing Center in Nis, will organize 18th and 19th March 2011 in White hall of Home of Army of Serbia, second Fair of Real Estate and Investment 2011. This, already traditional economical manifestation is achieved under the patronage of city municipalities Palilula (www.palilula.eu), Medijana, Pantelej and Public Enterprise Institute of Urban Planning Nis. Nis is the city in which we live and work – says organizers of the Fair. For many that it is not reason enough to love it, it is needed something more than that. It needs to breathe the soul, should it come to life. To built our city one more step, after successful last years first Fair of Real Estate and Investment, City Marketing Center started organization of second Fair of Real Estate and Investment to be held 18th and 19th March 2011.

WORK OF ADMINISTRATIONS BY EUROPEAN STANDARDS

 Assistance to local authorities in Serbia in managing projects by European standards will provide officers from Europe. Establishing a network of officers of EU in five cities of Serbia.Local authorities in Serbia will get assistance of officers from Europe, who will advise them how to manage projects by European principles. Project is a chance for local Administration to confirm itself as a partner on the way to EU, said director of Office for European Integration Milica Delevic, at the recent forum “Local Authorities on the Way to EU”, that is in organization of SCTM held in Belgrade. Pilot project named “Establishing the network of officers of EU in five cities of Serbia” organized by Office of Government of European Integrations in cooperation with Standing Conference of Towns and Municipalities from 1st July 2010 to 28th February 2011.

BIOMASS OUR POSSIBILITY – ECHOES OF THE NATIONAL CONFERNCE ON BIOMASS

 “We provided a step towards removing of non technical barriers, but we have a long way, that in Serbia and City of Nis start with mass use of biomass in energetic purposes – this is just one of conclusions of National Conference on biomass, that is held last week in Nis, within realization of the project of consortium of civil society “Agrovet Management Project” and “EKOpolis”.At this meeting, which represents final activities on the project “Non-technical barriers for using of biomass in energetic purposes”, representatives of public, civil and private sector, had possibility to inform with analysis of legal administrative, financial, economical, social and informative barriers and measures for its implementation. Conference about biomass in Nis gathered about 80 representatives of interested sides from the territory of whole Republic of Serbia.

AT THE JUBILEE CUP WON
THE FIRST PLACE

 On the occasion of wining the first place at the “Tenth Table Tennis Cup of Railway Clubs of Serbia”, which was held last weekend in Nis, president of Assembly of City Municipality of Palilula hosted members of Table Tennis Club “Zeleznicar” Nis.About program of Club activities and cooperation with Palilula Municipality, spoke Goran Milutinovic, vice president of Table Tennis Club “Zeleznicar” in Nis and members of competition team, Zarko Stepanovic and Miroslav Stankovic.Community of railway sports clubs of Serbia and Table Tennis Club “Zeleznicar” Nis, as organizers of “Tenth Table Tennis Cup of Railway Clubs of Serbia” hosted six teams from four towns. First place overall and this year also won by the team of Table Tennis Club “Zeleznicar” Nis, runner-up was team from Lajkovac and the third from Sombor.

THE TREATMENT OF INORGANIC WASTE – AN INTERVIEW WITH EUROPEAN EXPERT

 In organization of Council for protection of environment of City of Nis in the hall of City house was held meeting of interested sides with Mr. Ewaldo Spitaler, European expert for managing of inorganic waste. Mr. Spitaler currently managing project of technical support to the local administrations for building treatment plant of inorganic waste on national level financed by European Union. According to Sonja Popovic, president of the Council, Mr. Spitaler many remember while he as expert of GTZ worked on improvement of managing of waste in Nis. On this meeting is exchanged information of the current projects, work of public utility enterprises, NGO sector and models of privatization it this sector.

THE NIN RELEASED AN INTERVIEW WITH
THE PRESIDENT NOVAKOVIC

 At the prestigious weekly gazette NIN, number 3138 from February 17th 2011, it released an interview with Prof. Dr Igor Novakovic, president of the City Municipality of Palilula in Nis. In section “Business Club”, written by Editor Jovanka Matic, was published text, on two pages, named “Many inherited and many solved problems”. About the work of Palilula Municipality president Novakovic among other things, says: “City Municipality of Palilula – Nis in many ways is specific in Serbia, primarily by the large number of inhabitants in difficult social situation. Officially Municipality has 80.000 inhabitants, but it is sure to have at least 20.000 of them who are not registered and belong mainly to refugees and displaced persons and the Roma population. This is way in the past two years Municipal Administration worked primarily how to define and begin to realize the goals that are based on real needs of local population

Purpose of the Public Invitation is improvement of the system of social protection in the City Municipality of Palilula in area of protection of children with disabilities by providing services: assistance and home care for children and youth with disabilities. Target group is children and youth with disabilities. Subject of Public Invitation is the choice of service providers for children and youth with disabilities whose establishment improves quality of life of the children and youth with disabilities through non – institutional form of children protection.

 Team of Institute of Blood Transfusion Nis with support of City Municipality of Palilula, within winter campaign of voluntary blood giving “Your five minutes – someone`s whole life” manned in the citizens` office “Palilula”. Beside others residents from the territory of Municipality, from 9 am to 1 pm, to the call to give voluntarily blood responded and president of Municipality Prof. Dr Igor Novakovic and member of Municipal Council Boban Mikic. City Municipality of Palilula constantly supports this kind of actions of Institute of Blood Transfusion, because we think that public figures should set an example to the other citizens. In this way raises civil solidarity and influence on social responsibility – said Boban Mikic.  City Municipality of Palilula is between 12 Municipalities in Serbia chosen, by the end of last year for technical support in the process of making of Action Plan within component Municipal planning of Project MSP IPA 2007. Support to the development of the project concept except to the Nis` Palilula Municipality, is offered and to the municipalities: Kanjiza, Kula, Koceljeva, Ub, Topola, Paracin, Trstenik, Raska, Bojnik, Vlasotince, Trgoviste and to the cities Uzice and Novi Pazar.On this occasion, after a study visit of Prof. Dr Nicolas Miles, coordinator of Municipal planning (GTZ), in City Municipality of Palilula it was held first meeting of Working group. FIRST MEETING OF THE NETWORK OF LOCAL COMMISSIONERS OF SKGO

 In the hall of Assembly of City of Nis it was held first year`s regular meeting of the network of local commissioners of the towns and municipalities of SKGO (Standing Conference of Towns and Municipalities). Purpose of gathering of commissioners in Nis was agreement about joint future activities and improvement of information. After opening talk of Darko Drndic, manager of Advisory Center of SKGO it was discussed about the work report of commissioners of SKGO for 2010. About updates in database of SKGO of international cooperation with local self governments in Serbia spoke Ninoslava Cehov, coordinator of network of local commissioners of SKGO. It was said and about action of Formation of base of regulations of municipalities and towns. Ivan Milivojevic, manager of Training Center of SKGO presented Exchange 3 call for proposals of projects for the implementation of the package of support to the municipalities.

 At the ice rink in the yard of the school “Saint Sava”, in Saturday February 5th, was held cultural – entertainment program named “Palilula winter spell 2011” that organized City Municipality of Palilula. After welcomed speech of president of Palilula Municipality, professor Dr Igor Novakovic, performed composer and artist Minja Subota, poet Sasa Bozovic and children` choir “Elves”. Participants of this program, that is realized on the territory of CM Medijana, welcomed and Dragosalv Cirkovic, president of this neighboring Municipality.President Novakovic on this occasion reminded numerous audience, that under patronage of City Municipality of Palilula, during the February, on the ice rink in elementary school “Saint Sava”, in cooperation with sport` club “Oxygen” realizing Skating school.

This is one more in a series of activities of voluntary blood donation which in cooperation with City Municipality of Palilula realizing Institute for Blood Transfusion in Nis.

PALILULA WINTER SPELLS

 Under the patronage of City Municipality of Palilula, during the February the skating rink in Elementary school “Sveti Sava”, sports club OXYGEN realizing School of skating. On this occasion, in Saturday February 5th at 12 hours, on the skating rink in the school yard will be held cultural-entertainment program named “Palilula winter spells 2011”. After welcomed speech of president of Palilula Municipality, Prof. Dr Igor Novakovic, will perform composer and artist Minja Subota, poet Sasa Bozovic and children` choir “Vilenjaci”.In addition to the anthology poems for youngest: “Children are decoration of the world”, “We went to Africa”, “Fox got ill”, by Minja Subota; poetry by Sasa Bozovic, Children` choir “Elves” that works by Students Cultural Center in Nis, premiere will sing their national anthem which was written by Sasa Bozovic and music composed by Dragan Tomic from Nis.

GIFTS FOR PARENTS WITH DISABILITIES

 Three Nis` families, in which parents with disabilities have children, received gifts from Ministry of Labor and Social Policy and City of Nis, in cooperation with Association of Children and Cerebral Palsy. Families got presents according to their needs, that’s why someone got a stroller, someone child seat for car, clothing, and everybody got children cosmetics and diapers – says Zorica Stojiljkovic, member of Council of CM Palilula, who led delegation of City of Nis during the visit.
Milan Antic, one of parents, says that this is first time that they get from the state help and he is grateful for this. He is also and surprised with this kind of visit. Family Antic lives of disability pensions, and help in rising children receive from their relatives.

POVERTY AND MISERY AROUND US?

 Dobrivoje and Slobodanka Zlatanovic from Mramorski potok live in the house from mud. Front door doesn’t closed as it should be. In one room because of that is cold as and out side, and nothing better it is not and in other room, in which they lodge fire, because nor windows for long time doesn’t close as it should be. They don’t have water, and electricity because of the great debt, excluded before few years. Slobodanka is hardly ill, almost immobile, and social help from 2.481 RSD is early in the year, from unknown reasons, canceled to Zlatanovic family.

 Administration of City Municipality of Palilula suspended work, in Tuesday February 1st, 2011, due undone transfer budget of City of Nis intended for work of municipalities. On this occasion to the public addressed president ofCity Municipality of Palilula, Prof. Dr Igor Novakovic. He highlighted that despite of strike of employees services to the citizens will be done regular on the counters of Municipality. Management of Municipality will sympathize with employees of Municipality whose salaries are very modest but responsibilities and obligations increased. “We started year with uncertain financing of work of local self governments of City of Nis. Planed transfer of money intended for the work of City Municipality of Palilula late again – said president of Municipality Prof. Dr Igor Novakovic.
